先来说说我对文意的理解好了，希望能藉此抛砖引玉
我想California's grid是指加州的供电网络。
由於平时其供应加州各地所需的电力，因此通常是电力输出(负)的状态。
但巴特学院所产的电力自用有余还能回馈给加州的供电网路，
此时该网络便成了电力输入(正)的状态了，
所以巴特的学生说此为"being grid-positive"。
又由於这个"positive"也是正向、正面的意思，
而巴特学生的作为正是就地取材应用所学回馈社会的正面教材，
所以作者说巴特学生此举为"a positive development in higher education"。
因此我觉得此段中California's grid, being grid-positive以及
a positive development in higher education都是环环相扣的，
只是在翻译时要将它翻得通顺且意至真是不容易呀！
