for the claim that the agency's costs were less than the estimated ones as part
of an effort to judge whose claims for resources were most justified.
中央预算局一收到需求估计後就展开讨论并主张机关成本少於估计的以作为部份努力去判
断谁对资源的要求是最正当的。
中央预算局收到支出预算後，便主张该机构实际支出量小於所提预算，藉此评断哪一方的
支出数字比较合理。
回到标题问的逻辑问题，最後一读（ㄉㄡˋ）似乎不大对，如果两方分别指该机构与中央
预算局，那做最後评断的一方是谁？如果评断的一方是中央预算局，那除了该机构之外的
一方又是谁？除非前後文有提到第三方，不然这评断看起来不大公平。
