: All this creates uncertainty, which makes employers more cautious in hiring

: of the picture and allowed economic growth and a free market to create to more
: job and prosperity.

包含medicare以及medicaid
也就是由政府出钱帮穷人与老人付医疗费用
另外
step out of the picture 我觉得应该是退场的意思
作者希望政府让经济会归自由竞争的机制
不要加以限制
