Adams morgan/Du pont circle area is high-end office area by day and pub area by night. During weekend or weekeday nights there will be beggars on the street but they make no harm. It is in the NW of DC -- generally speaking the more SE you go, the worst the crime rate is. Anyhow DC overall is pretty safe. If you want absoultely safe (and affoardable, most hotels near white house is damn expensive), find a hotel near Pentagon City/Crystal City area where I live.
