两个都不是
他是说通常只收硕士毕业生 但是特优学生(不一定指成绩)也可以大学毕业即可
但是16 course phd candidates这里有点含混不清
因为全文是
Admission Tests and Prerequisites
The candidate must complete or have completed the requirements for a
master’s degree in computer science or the equivalent. Unusually
well-qualified candidates may be accepted as 16-course PhD candidates
directly after earning the bachelor’s degree. Graduate Record Examination
(GRE) General Test results are required.
所以在这段讲的candidate似乎是讲说要申请博士班的人,而不是讲博士候选人
但是如果你本身有硕士学位 就不会管这一段
