标题[问题] Letter to program director是指SOP吗

我在department的网站上看到
All applications must include:
‧ Letter to program director indicating full/ or part-time status
and areas of program interest. Students will receive instructions
on the application process after the letter has been reviewed.
请问这是指SOP吗?还是只是我先寄一封信给program director即可?
因为他接下来并没有再提到要SOP，只写了要 CV, 托福GRE成绩和成绩单。
