標題請問一句話的翻譯

was 是動詞
largely based on 是補語
that後面不是應該要接名詞子句?
怎麼會忽然跑出of the Union from....
這是第一個問題點
借續著of the Union from的後面 又出現了關係代名詞 "which"...
這是什麼樣的句構? 此為第二個問題點
