那第一句套用前辈的翻译，加上第二句的翻译，大致上是：
他们（they）被送到一个不把他们当一回事的部门去，
而这些调派的缺点，就是没有人愿意负责，
而且私部门（也许该翻成私人公司？）也会高度（强烈）反对公家机关的任何变革，
因为他们（私部门）的生计端赖现状的维持。
所以不愿意公家机关有任何新的改变或作法罗！
