标题[问题] otherwise的翻译

请问在句子中常见到否定用语的插入,如yet,otherwise等等
要怎麽翻比较好
如这段话:
...permits liquid, which may not otherwise be able to dissolve the material of
coating, to completely degrade envelope because...
所以liquid会不会dissolve the material of coating咧?
如果没有otherwise的话,翻法会一样吗?
