not less than 17 out of 20 tax years OR were domiciled in UK during the 3
years before that time
这句我自己翻的是
若一个人在过去20年间於英国定居达17个税务年度以上或是於税务年度前3年定居，他可
以选择於任何时间决定居留於英国。
但我觉得很怪 查了一些资料还是不太懂
