最近翻译一篇有关欧洲国家公投制度的文章
有些疑惑实在百思不得其解
恳请高手们解惑^^
(1) Nevertheless, the Constitutional Court must avoid enforcing the ‘implied
limits’ of referendums when the evidence for its reasoning is not supported
by serious systematic justifications.
我的翻译：
