标题[徵求] 各位专家，想问一下这句的主词在哪?

偶的专业是程式，但最近帮偶的老师翻一篇文章，可是英文离我很远了
想问一下各位专家，
1.with delivering [them]的them，指的是「产品或服务」吗
2 「, are not measured」的主词是在哪
3 另外「, are not measured 」的逗号与are之间是不是省略了什麽?是that关代吗?

Unfortunately, while most organizations are aware of these key customer
engagement imperatives, employees who are tasked with delivering them are
either constrained by the lack of integration across functions, are not
measured and rewarded appropriately for doing so, or lack the understanding
of best practice customer management.
